Administrative rights dialog text needs correction

Bug Description

The dialog text when an application needs administrative rights has poor
text. Please can this text be changed to:

System Administration Privileges Requested
[/sbin/foo] requires administrative privileges on this system. Enter
your password to approve that request.

There is some discussion about the wording in #32620. The conclusion there is:

What do you think about this text? I think both are good (but I'm not a native speaker).

Since the beautification patch and the current poor string was done by myself here is my comment:

I see the folllowing objections against Marks suggestion:

 - requires the knowledge of the privileges terminology
 - no reason why adminisitration privileges are required
 - gksu(do) doesn't manage administration rights by applications rather by the user, since the password is cached

So I would vote for my latest wording.
