update manager doesn't work in Hardy

Bug Description
I installed ubuntu 8.04 Hardy (desktop) on my laptop a T2300 1,66Ghz HP-Compaq nx7400
Everything is working, only i can't update anything.
The update manager does not work, it keeps displaying the rotating circle after you choose to install.
So he doesn't even asks for a password.
The same happens when i want to install a plugin for playing mp3 files.
And the synaptic package manager doesn't start at all.
These problems don't occur on my other pc wich has been updated from ubuntu 7 to 8.

There are some work-arounds mentioned in that bug you could try. One is to open a terminal window and run
sudo update-manager
