migrate does not seem to have an effect

Bug Description
I noticed the following strange behavior in focal. First, fsck complains about old key format versions even on a freshly created repository. Secondly, the suggested fix does not work.

I was now unable to verify the problem with the latest release provided by NeuroDebian. It looks like this was fixed upstream in the meantime.
