Bug Description

Starting GIMP from the launcher bar immediately shows two blue running indicators (main window and toolbox) once GIMP is ready. As this doesn't happen with other applications I assume this is a bug. Screenshot attached.

We should fix that in GIMP then. We also need to figure out how to tell
the difference between "content" windows and palettes / toolboxes /
floating thingies, so we don't count those as "multiple windows".
