Toolbox dialog is too tall on a normal laptop screen and makes Gimp useless

Bug Description

My screen size is 1920x1080 pixels.

When I launch Gimp the toolbox dialog doesn't fit the screen and it cannot be resized. The bottom part of the dialog is off the screen area.

The same problem also in Ubuntu 19.10.

Same problem on Ubuntu 20.04.1. Notebook 4K, external screen 4K, imagine what we see ! :( We tried personalsize, auto define from system, no luck
