== Observed Behaviour ==
When starting Gimp, *all* menu items are greyed out. I can click 'File', but all menu entries (New, Create, Save, ...) are greyed out. Same for Edit, Select, ... Help.
If I invoke "gimp $filename" or drag'n'drop an image file on The Gimp, it will render the image, allow me to edit it, but still not enable File->Save etc. When Closing The Gimp, it will ask me whether I want to store it as .xfc somewhere.

Menu entries shouldn't be greyed out.

I've recently upgraded to Bionic from previous LTS, but purging Gimp, deleting the user's config files and reinstalling Gimp doesn't resolve the problem.

Ouch! This just seems to be some (default) theme problem. Menu entries hard-to-read light-gray text on lighter-light-gray background, but they work! Please feel free to close this bug. Or should this be moved over to 'themes department' (which package would that be)?
