All options in dropdowns look like disabled when they are not

Bug Description
Steps to reproduce:
- do anything that opens a dialog that contains dropdowns (examples: Image->canvas size; Image->print size)
- click on a dropdown to unfold it (example: "resize layers" option in Canvas Size, or "unit" in "print size")
Expected: the dropdown should have a normal appearance, and options that are not disabled for some reason, should have a normal contrast of color text vs background color, e.g. almost white over dark grey given that dark grey is the usual background color for dropdowns
Observed: the dropdowns look like all the options (except the one you are selecting) are disabled. They are barely readable, in less-dark grey text over darker-grey background. It's pathetic.
I don't know if you are going to tell me to report this upstream, but if I do, they'll certainly tell me that I'm using an obsolete version and to report it to the distribution maintainers.
