Please sync gimp-dds 2.0.9-1 (universe) from Debian unstable (main)

I have tested the packages on ubuntu lucid lynx 10.04 alpha 3. It builds (logs attached).
I have attached the logs of the build of the packages from suorce with pbuilder too.

Changelog entries since current lucid version 2.0.7-1:

gimp-dds (2.0.9-1) unstable; urgency=low

  * Drop dependency on quilt, unneeded for 3.0 (quilt)
  * New upstream release:
    - fix the off-by-one mistake in mipmap generation (closes: #564111,
    #564113). Thanks to Michalis Kamburelis for spotting and Shawn Kirst
    for fixing !
