Readline combinations in ghci are broken

Bug Description
After upgrade 14.04 → 16.04, none of readline combinations works in ghci. Instead «Ctrl+c» produces «^C», «Ctrl+d» → «^D», «Ctrl+f» → «^F», tab inserts itself instead of completion, and etc.
The combinations still works e.g. in python3, so it's something specific to ghci.
