There is a Debian bug about this, also:

and as best I can tell, the fix is to have 02-skip-install-patch skip over building the emacs byte code for gforth.el as per

https://sources.debian.net/src/gforth/0.7.2%2Bdfsg1-1.1/debian/patches/02-skip-install.patch/

Uninstalling gforth helped me to solve the problem - now emacs24 installs without problems.

Still broken in Ubuntu 14.04.3 LTS, but fixed in 15.10 because it's been fixed by upstream, and the newer upstream version doesn't suffer this.

Is this the right place to ask why LTS still hasn't updated to resolve this issue?

No idea (I am an innocent bystander). On the other hand, I understand LTS
as long-term stagnation. I upgrade my machines every six months, and
update them every day... I assume LTS will remain broken for five years,
so your best bet is to upgrade as soon as 16.04 is out.
