[needs-packaging] gfal utils (command line tools)

Bug Description

The current gfal2 packages only contain the core library. The command line tools provide basic file functionality like cp and rm for data accessible via gfal.

Notes: These tools are much less useful when compared to gfalFS and the gfal python bindings. The priority can be set to very low.
