Bug Description
Binary package hint: germinate
germinate should make it more obvious when it had to exclude a package due to blacklisting. At the moment we rely on uninstallability to notice when seeds try to pull in something blacklisted; this is inadequate for Recommends since the package won't be uninstallable as a result.
We would have caught bug 364440 earlier if this had been implemented.
