Binary package hint: germinate

The -S option to germinate allows you to specify a directory, however the example given does not make use of the proper file:// URL format. Attached is a trivial patch to fix this.

Allisson: thanks for the effort, but there was really no need. Evan's patch was quite sufficient for me; also, germinate was written by us for Ubuntu and so doesn't need *ubuntu* version numbers, and I don't know what ubuntu-universe-sponsors was going to do with this since it's in main ...

  * Fix fallback from .bz2 files when OSError is raised.
  * Try promoting alternative dependencies before adding new packages to the
    output. While the first dependency in an |-ed list may be promoted from
    any lesser seed, doing this for all alternatives produces pathological
    output, so instead we only promote from "close-by" lesser seeds, i.e.
    those that list the current seed in a Task-Seeds header (LP: #271309).
