Bug Description
Germinate 0.27 added support to block certain packages:
* Add support for prefixing seed entries with "!" to enforce blacklisting
packages from the containing seed and any of its inner seeds. For
example, this allows a package to be in Ubuntu main but blacklisted from
being shipped on CDs.
The blacklist applies only to the exact seed file containing the blacklist, context is not inherited by derived seeds. For example, if a package is blocked in "desktop-common" but seeded in "desktop-minimal", it will still be pulled into main, even though being blocked in the parent seed.
