New upstream version of GEOS available

Bug Description

The GEOS packages in Feisty and Gutsy are now somewhat old and should be upgraded in Gutsy or Gutsy+1.

The version in Feisty and Gutsy is 2.2.3-3. Current version at http://geos.refractions.net/ is 3.0.0rc4 as of 2007/09/14.

Important geoprocessing bugs have been fixed in the 3.x version and most users of the geoprocessing capability of GEOS will need to build a newer version from source.

Hardy still has 2.2.3, what are the plans for incorporating 3.0. As far as I know the API is the same so there should be minimal effect of the upgrade.

I am also interested in seeing GEOS 3.0 incorporated into Hardy, because of the dependencies of several geospatial applications on this library.
