Bug Description

This source package creates several different language bindings but misses the now-supported php binding. I've written a patch which enables the missing functionality. I've tested this successfully via my PPA at ppa:diddledan/libgeos on a precise pangolin (12.04.3) compile installed onto a newly bootstrapped 12.04.3 system.

This bug is now also fixed in ubuntu vivid after syncing debian version 3.4.2-6.
