They skipped the test in version 0.13.3-2 [1]

geoalchemy2 (0.13.3-2) unstable; urgency=medium

  * Skip tests that fail on big-endian architectures, specifically s390x.
Upstream is aware of the failing tests. (Closes: #1034304).

but added them again in version 0.15.1-1 [2]

  * Reduced the number of skipped tests:
    - Optimized the test suite to minimize the number of skipped tests,
      ensuring more comprehensive test coverage.
