genwqe-user fails to build from source on armhf

Although this has been fixed, Debian now B-Ds on architecture-is-64-bit.

I believe we should follow Debian here and remove the package from armhf to stay in sync.

I am marking this as wontfix in favor of LP: #2119642 to remove the builds from questing. Please re-open if this is still needed.
