select a couple plugins by default

Bug Description

It's is useful to have one or two plugins on by default, for at least two reasons:

- some of them are really useful to a large set of users
- it's a good band aid to the "empty tools menu" problem

FC is going to ship a similar patch:

I am also going to discuss such a solution upstream (see
http://bugzilla.gnome.org/show_bug.cgi?id=153068), but in the mean time it
sounds like a useful patch to include.

For the Live CD version of Ubuntu I think it is essential that (almost) all
plugins be enabled by default, but hopefully this can be dealt with upstream
before the next major release

this bug is fixed with gedit 2.9.1 in hoary:
"- enable some of plugins by default. The way active plugins are stored in
  gconf changed, you may have to re-select some of the plugins "

The list of plugins is: docinfo,spell,time
