Text Editor doesn't focus when already open and clicking on a text file

When clicking on a text file in Files or the desktop, and the Text Editor is already open (but minimized), the Text Editor doesn't focus as you would expect it to (e.g. if you click on a link in Writer and your web browser is already open).
