Text documents not initialized correctly

Bug Description
In Ubuntu 17.04 there were no entries for creating text documents when right-clicking on desktop. Found an article that gave information to configure something and then the text document link would appear.
Did what was instructed and the link, for creating the text document, appeared when right-clicking on desktop or in nautilus.
However... the text document is created as a filled page with the background of the desktop image. Cannot delete or create "new" blank image for purposes of writing text.
Also noticed that for existing text documents, that painting of the contents is blurred and messed up.
Something is really wrong with the application that supports text documents on Ubuntu 17.04 (Zesty).
