Bug Description
This is similar to totem bug 1621162 except that gedit doesn't have "builtin" plugins.
ubuntu-settings has this override:
[org.gnome.
active-plugins = ['docinfo', 'modelines', 'filebrowser', 'spell', 'time', 'zeitgeistplugin']
This would work except that the zeitgeist plugin is not installed by default (it's bundled with gedit-plugins which is in universe). The first time gedit is run, it removes 'zeitgeistplugin' from 'active-plugins' because it can't find the plugin. This means that if a user later installs gedit-plugins, the zeitgiest plugin still won't be enabled.
Proposed fixes:
1. Have gedit recommend gedit-plugins. Or…
2. Split the zeitgeist plugin to its own binary package, promote that to main, and have gedit recommend it. Or…
3. Drop the override since it's not working anyway (the other plugins in that list are already set in the upstream schema). Or…
4. Work with upstream for a better way for certain plugins to be enabled by default.
For now, I'm going to go with #3 because it's easiest.
This bug was fixed in the package ubuntu-settings - 16.10.2
