Bug Description

I'm not sure I chose the right package for the bug. In some applications, if you click on the application window at the bottom of the window or on a button at the bottom of the window, instead of reacting to this action, the application that is located under the one you clicked on pops up. It seems the window is drawn on the screen but is transparent to the mouse. This is observed in a variety of applications, for example in dbeaver.

This appears even when you click on the scroll, not just on the buttons or the window itself.

I can reproduce it in the following way:
* Install freeciv-client-gtk3, version 3.1.0+ds-1build5.
* Start a gnome terminal, and maximize the terminal window.
* Start freeciv.
* Click on Start New Game. A window should pop up where number of players and AI skill level can set.
* Maximize the window.
* Click on somewhere on the right side of the window.
Actual result:
* The terminal window pops up.

For some reason the cursor is not visible on the video, even though I turned on the show pointer option. I clicked on the top right side of the freeciv window, where the players are.
