Bug Description
This was recreated on a System76 Serval WS (serw11) on Ubuntu 18.04 with the following versions of packages:

Here are the steps to recreate the issue:
The blank screen issue can be recreated very easily:
Power on system - NOT LIVE DISK.
It gets to the ubuntu login screen.
Do NOT login and stay at this screen until the screen goes blank.
try to wake screen and unable to.
only course of action here is to hard power off.
