Cannot login using external display

Bug Description

After upgrading a laptop connected to an external display from 17.04 to 17.10 I am no longer able to login using the external display as the login screen is only displayed on the internal one. I used the display settings to set the external monitor as the single display and rebooted but this had no effect.
