Cannot shutdown or restart from user session with nvidia drivers in an xorg session

Bug Description

Fresh install of 09/07 image on Lenovo y510p laptop GK107M [GeForce GT 755M]
nvidia-375 drivers installed, tested.
Then fully updated
Absolutely nothing else done..

Note: this occurred both before & after the gdm3 update.

What happens:
Attempting to restart from either the gui or in terminal leads to a black screen with blinking cursor. Waiting does nothing.
Going to tty1 shows wall of text, cursor just blinks there also.

However if I go to tty7 then the shutdown immediately proceeds & finishes.

What also works is instead of attempting shutdown normally going to tty2 & issuing command there.

This is also reported to happen to Desktop nvidia gpu users whose hardware is better with nvidia drivers 3.40 or earlier, i.e. they can't use wayland either.

As A side note this does not occur with lightdm

This appears to happen mainly if one -
boot up, login
log out/in, then attempt a shutdown/restart

I have the exact same problem on my IdeaPad 520s with an Geforce MX 940. It happens everytime when I have an active Nvidia card (prime-select nvidia). With prime-select intel the poweroff/reboot works fine.

Ubuntu 17.10 (artful) reached end-of-life on July 19, 2018.
