Keyboard layout is set to English until "Primary" keyboard is pressed

Bug Description

I have a laptop (Lenovo T420, US) with an external keyboard (Logitech K750, NO). The default keyboard layout is set to norwegian, but english is added to the keyboard layout menu.

After login the keyboard layout should be norwegian, but it is set to english until I press a key on the laptop keyboard. After a key is pressed on the laptop, the layout for the external keyboard is set to norwegian. However, the keyboard notification always displays "no".

Same here; After upgrading to 12.04, the external USB keyboard has a US layout until I press a key on the laptop keyboard. It (often) reverts back to US layout when I enter or leave a Citrix client or Remmona remote desktop session, and I have to press a key on the laptop keyboard again.
My layout is Norwegian (like the original reporter's).

Same here, but with Ubuntu French installation (from Fresh 12.04 liveCD on PXE), French K750 keyboard, Dell latitude E6500 with integrated French keyboard. I have installed my laptop with a dock station (laptop closed on dock with external keyboard, screen and cable network).

LightDM, Unity and Gnome-Shell applet display « fr_FR » keymap but layout is en_US. The physical « azerty » chain display « qwerty » on screen until I press a key of the integrated keyboard.

After login on Gnome-Shell or Unity with external K750 keyboard, keymap is still en_US. If I run 'dpkg-reconfigure keyboard-configuration' the keymap go right in fr_FR without pressing a key of the integrated keyboard... until I reboot.

Running 'update-initramfs -u -k all' after 'dpkg-reconfigure keyboard-configuration' don't fix the problem.

If y plug another external keyboard (basic dell keyboard) in place of my K750. Everything go right :'(

Problem fixed by running : 'dpkg-reconfigure keyboard-configuration' and choosing option :

- PC générique 105 touches (intl)
- Français
- Français - Français (variante obsolète)

Ubuntu 12.10 ... again ... annoying ... 5 months and it's unassigned ... « dpkg-reconfigure keyboard-configuration » doesn't work any more. That's kind of situation make me wanna came back to Debian or move to Arch.

Some details : keyboard layout is perfect in gnome 3 and linux console. but 'us' in gdm and lightdm ... I'm not so sure that a console-setup bug ...

Find a pig-way to do what I want with GDM (3.6.1) :

Just edit : « /etc/gdm/Init/Default » and put before the « exit 0 » :

setxkbmap <layout> [<option>]

With your keyboard <layout> and eventualy your <option>

Exemple (for me) : setxkbmap fr latin9

I'm not sure exactly where the problem lies for this but it's unlikely the display manager can solve it. It's either a display problem in the indicator or the session not setting it correctly.
