Well, I don't consider it to be a problem, as you say in comment #10, that language-selector distinguishes between language and other locale aspects. That's just as it should be IMO. As far as I understand, the compromise you currently advocate would mean that Ubuntu's localisation model would keep being inconsistent, and an annoyance for e.g. people who prefer German locale settings while messages are displayed in English. Not to mention people who often switch language and/or locale settings...

We need to take into account how the different packages work together. language-selector (via LanguageSelector.py) modifies both ~/.profile and /etc/default/locale already.

I really think that this issue deserves a thorough discussion. To start with, it would be great if you could test the two debdiffs I attached to this bug report. Until somebody has proved me wrong, I believe that it is possible, and that I have figured out a good way to make gdm and language-selector work seamlessly together. :)
