Can't escape from login screen on switching user

Bug Description
Binary package hint: gdm
The shutdown dropdown list shows a list of users, selecting one of these goes to a login screen with only that user shown. There is an escape button but this just re-draws the same screen.
Expected behaviour on clicking escape is to get away from this screen, either back to the original user password entry or to a login screen with other users visible.
Actual behaviour is just to redraw the screen.
The only way out of this screen is therefore to login (which may not be possible if one clicked the wrong user in the list) or to shutdown.
