User selector doesn't have focus on startup

Bug Description

Binary package hint: gdm

On boot, there seems to be no key combination that can be used to focus the user selector in GDM (arrow keys, tab, alt-tab etc.). This means the mouse must be used to select a user, which is a regression from the old GDM, and a pain.
