Bug Description
This has been a recurring problem since Warty. It seems to fix and unfix itself from month to month in development.
Basically, if you zap the X server with CTRL+ALT+BKSP, often times GDM will not spring back up a login screen. GDM is still running, and killing it with HUP brings the login screen back.
This does not happen with any other display manager.

This is very annoying for testing X settings or other things that require frequent restarts of the X server.
