Bug Description
I changed the Login sceen to a different theme an dthen put in a backgruond picture. That worked fine, But when I logged out and logged back in I got an error message about panels already running and when the window loaded there were no panels. I had to do a hard shutdown since there was no way to access anything. When it rebooted It came to the login screen with no problem, but when I logged in the window came up the panels appeared but before the buttons came up the screen went black and then reverted back to the login screen. I tired logging in in failsafe but it did the same thing. I also tried an older Kernal to no avail. Even booting to recovery does the same.

Thanks for your bug report, which version of Ubuntu do you use? Which theme did you use? Could you log into the console (Ctrl-Alt-F1) and have a look at ~/xsession-errors and /var/log/ gdm/\:0. log says?
