No graphical way to set the language of GDM

Bug Description

It is posible to choose what language ones session should have, fx I have
installed Ubuntu in Danish and choosen to run my sessions in Spanish, but the
welcome screen GDM offers is still in Danish.

GDM lacks a way to enable a certain language instead of the language the distro
was installed as.

The language selector (system->admin->lang. selector) changes the language
system-wide, including gdm.
