Ubuntu does not turn off automatically in log in screen's shut down option

Bug Description

When I click 'shut down' in the log in screen, it redirect me to another log in screen that is for something else. I click shut down, it redirects me, I click another shut down option in another log in screen, the computer shut down. This bug comes from version 7.10 from my computer.

 * Is this reproducible?
 * If so, what specific steps should we take to recreate this bug?
 * Could you try if that's still an issue in hardy or intrepid?

 This will help us to find and resolve the problem.
