during ubuntu startup, sound is sometimes muted automatically

Bug Description
Whenever you boot ubuntu, it sometimes starts with the sound/volume automatically muted on the login screen, sometimes it doesn't. it's not consistent everytime I login and I don't remember muting the sound/volume before I shutdown.
