Bug Description

The current version of gdcm FTBFS on jammy: https://launchpad.net/ubuntu/+source/gdcm/3.0.8-4

dh_auto_build
 cd obj-x86_64-linux-gnu && LC_ALL=C.UTF-8 ninja -j4 -v
ninja: error: '/usr/lib/x86_64-linux-gnu/libdl.so', needed by 'bin/gdcmviewer', missing and no known rule to make it
dh_auto_build: error: cd obj-x86_64-linux-gnu && LC_ALL=C.UTF-8 ninja -j4 -v returned exit code 1

This is blocking poppler: https://people.canonical.com/~ubuntu-archive/transitions/html/auto-poppler.html

I tried reproducing this in a fresh jammy container, with proposed enabled, and gdcm builds fine locally with debuild -S -sa in said container.

This particular ftbfs issue (gdcm) is thought to be fixed by the new vtk7: https://launchpad.net/ubuntu/+source/vtk7/7.1.1+dfsg2-10ubuntu1
