Bug Description

Please accept my sync of gcr4 4.4.0.1-2 to plucky.

Background
==========
Ubuntu 25.04 currently has gcr4 4.3.91 which corresponds with GNOME 48 Beta.

4.4.0.1 is the first stable release of the 4.4 series, corresponding with GNOME 48.0.

We would prefer to include stable GNOME releases rather than beta versions.

The new gcr release was released later than most other GNOME 48.0 components and I forgot to manually sync it before Ubuntu 25.04 Beta Freeze.

In the Debian packaging:
- Opted into Salsa CI
- Stopped ignoring build test failures on s390x

SRU microrelease exception
==========================
By the way, there is an SRU microrelease exception for gcr4 since it is part of GNOME Core.

This is a visual representation of what is in GNOME Core for GNOME 48:

gcr4 is seeded in pretty much all the flavors and Desktop images. Hope this is not going to cause problems. Approving with that warning. :)
