ubuntu- packaging- guide is documentation for developers on how to package software for Ubuntu. I'm not aware of gsettings- data-convert being mentioned anywhere in the guide. That's why I opened a task for the package providing that program and marked the task for the guide as invalid. Why have you reopened it for the package guide? Thanks!
$ which gsettings- data-convert gsettings- data-convert
/usr/bin/
$ dpkg -S /usr/bin/ gsettings- data-convert gsettings- data-convert
gconf2: /usr/bin/
