Syslog error /usr/lib/udev/rules.d/99-gce.rules:5 Failed to write ATTR

Bug Description

For Ubuntu 20.04 and 22.04 I could see the following error in syslog when I create an instance in GCP GCE, this is not affecting production but should be fixed to avoid confusion.

This may be related but do not know why it was not fixed for later releases.

What you expected to happen: The errors should not appear as the code needs to be adjusted to avoid this messages to appear.

What happened instead: The errors are still showing in syslog even on new instances with Ubuntu 22.04.
