  * Rename source package to gcc-xtensa as prelude to building esp32
    variants.
  * Update to GCC 13
  * Clean up patches + src directories in clean target (Closes: #1049802)
  * Bump debhelper compat level to 13
  * Bump Standards-Version to 4.6.2
  * Make debian/rules more generic in preparation for building ESP32
    variants
