Cannot install libstdc++-9-dev package using apt-get

Bug Description

I am trying to install package libstdc++-9-dev_9.4.0-1ubuntu1~20.04_amd64.deb using apt-get (sudo apt-get install libstdc++-9-dev) on Ubuntu 20.04 LTS (WSL 2 running on Windows 10 machine), but installation fails on:

dpkg: error processing archive /var/cache/apt/archives/libstdc++-9-dev_9.4.0-1ubuntu1~20.04_amd64.deb (--unpack):
 unable to stat './usr/include/c++/9/ext/pb_ds/detail/cc_hash_table_map_' (which I was about to install): Invalid argument

apt --fix-broken install ends with the same error.

this is not specific to gcc-9. the package installs fine for me.

affects: gcc-9 (Ubuntu) → ubuntu
