patches fail to apply if TARGET is arm64 and/or DEB_CROSS is set

Bug Description

if target is set to arm64 then gcc-as-needed patch fails to apply because it tries to patch /src/gcc/config/aarch64/aarch64-linux.h
which is not present.

This is fixed by applying gcc-linaro.diff so there there is an aarch64 set of files to patch.

Next the cross-fixes patch fails to apply because src/libgcc/config/alpha/linux-unwind.h has changed. An update fixes that.

These two changes allow the source to be patched enough to attempt a build.
