provide packaging rules in gcc-4.5-source package

Bug Description

Binary package hint: gcc-4.5

I am working on package which will bootstrap cross compiler using *-source packages from gcc/eglibc/binutils/linux ones. To make it possible I need packaging rules from gcc-4.5 debian/ directory available.

Attached patch is first version of work for it.

Fixed in gcc-4.4 4.4.4-7ubuntu3 upload, gcc-4.5 on a way.

checking in a different patch
 - not using cpio (not added to the build-depends)
 - not copying .svn directories

wondering if it wouldn't better to construct a list of files to include, and not a list of files to exclude.

    case, but required for us to find the libraries when building for
    multiarch
  * Don't append multiarch paths to any multilib paths except for the default;

    the near term, so we want to make sure we can find /usr/lib32 without
    /usr/lib/i486-linux-gnu being available.
  * debian/control.m4, debian/rules.conf: conditionally set packages to be
    Multi-Arch: yes when MULTIARCH is defined.
