Compilation error: absent libgomp.spec with gcc-13-offload-nvptx

Bug Description

I have installed g++-13 and gcc-13-offload-nvptx amd64 packages.
When compiling the program with OMP using g++ with nvidia offloading support i got the error:
x86_64-linux-gnu-accel-nvptx-none-gcc-13: fatal error: cannot read spec file 'libgomp.spec': No such file or directory
The program is compiled without errors with g++-11, g++-12 and g++ from gcc-snapshot.
gcc-11-offload-nvptx, gcc-12-offload-nvptx, and gcc-snapshot have this file in the corresponding directories as
"/usr/lib/gcc/x86_64-linux-gnu/12/accel/nvptx-none/mgomp/libgomp.spec"
but not gcc-13-offload-nvptx.
