fwupd-signed 1.2.10-1ubuntu4 not available in eoan-proposed

Bug Description

Having the eoan-proposed repo enabled, with the `fwupd` package upgraded to 1.2.10-1ubuntu4, without a matching `fwupd-signed`, causes `fwupd-signed` to be removed with a dist-upgrade. This breaks firmware updates with:

  UpdateError: missing signed bootloader for secure boot: /usr/lib/fwupd/efi/fwupdx64.efi.signed cannot be found

fwupd-signed is pending in the SRU queue. I've added block-proposed to bug 1858590 to prevent fwupd from being promulgated until fwupd-signed is available as well.
