fuse.conf is not readable by users

Bug Description
I have a couple of sshfs entries in my fstab, and i usually just use mount /home/user/
fusermount: failed to open /etc/fuse.conf: Permission denied
fusermount: option allow_other only allowed if 'user_allow_other' is set in /etc/fuse.conf
note that user_allow_other is present in fuse.conf.
after changing fuse.conf's permissions as readable by all, i no longer get this error and i can mount sshfs volumes as a user.

Setting to status: "incomplete" as this version of Ubuntu is unsupported since awhile.
