Friends app doesn't detect connected online accounts

Bug Description

After using the Accounts app to connect every one of the online accounts (FB, Twitter, Google, U1). Go to the Friends app -- note that the top message says "No online accounts configured".

Here are the steps I took to reproduce this:

1. Freshly bootstrap my mako (eg, wipe all existing accounts & friends state)

2. Launch friends, confirm "no accounts configured"

3. Add a twitter account

4. switch back to the still-running friends process, and it still says "no accounts configured". This part was somewhat expected

5. close & reopen friends

6. it *still* says "no accounts configured" -- this part surprised me. I thought after restarting friends it would see the twitter account configured.

7. I clicked the twitter button and was prompted to authorize friends to access my twitter account. I clicked "accept" and was the taken to the timeline, where messages slowly started to trickle in.
