Other languages characters don't show in recovery mode

Bug Description
Hello,
When I set the system locale into Thai and when it boots up into recovery mode, it appears menu that actually should be displayed using Thai character, but it display diamonds instead of proper Thai characters. And this bug is not just Thai language, it was also found in other languages like Chinese and Japanese too. I hope it will be fixed. Thank you.
