Scan Feature for Filtering Out and Reporting Bad Channels

Bug Description

Once freetuxtv is more robustly multi-threaded (so that no busy thread can lock up the responsiveness of the UI, while switching between channels), I propose that we develop a Scan Feature that:

1) Scans all channels in a background thread, and determines if each channel is currently live.

2) Automatically reports all non-live channels to a centralized database (during scan).

Then, other user's channel-lists shall be propagated based on scan reports that have been recently uploaded to the centralized database (from this scan feature).

I love freetuxtv, but we've got to do more to ensure that each channel you click on is currently live. As is, too many channels produce error messages and it takes away from the flow of channel surfing.

I love this project and I want to see it get polished over time.
