Bug Description

eap.conf.dpkg-dist is left over after lucid to precise upgrades this occurs during both amd64 and i386 upgrades with main packages.

Steps: ( These tests are automated, but a sequence is what the test is doing is given below)

1. Create a lucid base image using ubuntu-vm-builder, with any architecture, and openssh-server as an additional package
2. Bootstrap it to the Lucid ubuntu-standard image with main packages
3. Upgrade it to the next lts release (precise)

The impacted jobs are
